The VMT Mitigation Bank is a countywide pilot led by SBCTA that will offer verified, CEQA-aligned VMT reduction credits for qualifying projects in San Bernardino County. These credits are intended for use by residential and commercial developers, public agencies, institutions, and transportation sponsors that must mitigate significant VMT impacts under CEQA.
The GoMoneyMiles platform provides the secure commute-tracking, verification, and auditing infrastructure that generates the VMT reductions which will ultimately support these credits.

The VMT Mitigation Bank Pilot is an SBCTA-led initiative designed to create a centralized, quantifiable, and CEQA-aligned mechanism for VMT mitigation. The bank uses commute reductions measured through the GoMoneyMiles program to generate future VMT reduction credits.
Credits are produced from verified reductions in vehicle miles traveled, measured through commuter participation in the GoMoneyMiles platform. Commute data is securely tracked,
validated, aggregated, and converted into VMT-reduction values using an approved methodology.
Any project proponent with a CEQA-identified VMT impact may be eligible. This includes:
● Residential and commercial developments
● Public agencies
● Institutional projects (universities, hospitals)
● Transportation or infrastructure project sponsors
Eligibility will be reviewed on a project-by-project basis once purchasing becomes available.
Credit purchasing is not yet available. The pilot is currently focused on building a foundation of available credits, validating VMT-reduction methodologies, and preparing the administrative framework.
Upon future credit purchases, project proponents will receive a Bill of Sale and supporting technical documentation suitable for CEQA transportation impact analyses.
